for a presidential candidate Trump has refused to release his tax returns That makes it difficult to determine precisely how his tax plans could benefit him and his family But The New York Times obtained three pages of state returns in 1995 in which he claimed a loss of more than $900 million _ which could have allowed him to avoid paying federal income taxes legally for as many as 18 years
